After you have installed IBM Lotus Domino Designer you can create and run your first XPages application in just a few minutes. IBM Lotus Domino Designer and IBM Lotus Notes come with several application templates out of the box. The following document describes how to create a new application based on the 'Discussion' template. XPages applications can be run locally since Domino Designer comes with a built in XPages runtime including a local HTTP server.
Step 1: Open Domino Designer and click 'Create a New Application'

Step 2: Enter an application name and choose the 'Discussion' template

Step 3: From the file menu invoke the 'Access Control' dialog
